Cahpter Meeting Canceled

Nice to see some old fashioned New England Winter weather, but not nice for folks trying to manage the drive to and from work, so, the chapter meeting scheduled for Monday 12/27/201o is postponed one day. New date is Tuesday, 12/28/2010. Time is 4:45 PM and place is at the SEA office on North Main Street. Hope to see you there!

Chapter Five Annual Meeting

Our Annual Meeting will be held on Thursday, May 13 at 5:00 PM, at the union office on North Main Street.

Please plan to attend.

Councilors elected this March are David Best, Don Breslin, Aaron Hayes, David Rys and Tom Taylor. Alternates are Dorinda Carpenter, Avis Crane and Eric Ferren.

Matters of Note

Eric Ferren was elected Chapter Secretary at our quarterly meeting in August. Thank you to all who attended and participated.

Issues and questions that we continue to struggle with: who should have a vote on ratifying our contract? If you have an opinion, let us know.

Your councilors and stewards are your voice in union government. Recent news items have highlighted the difficulty our union is experiencing trying to reach a reasonable contract in these very difficult economic times. Please contact any councilor or steward and let them know what your prirorities are for this contract. The bargaining senate met in July and it seemed that we were close to an agreement that could be sent out to all members for a vote. Since then, it seems that there is a lack of agreement between the state's team and our master bargaining team .(The master bargaining team is elected by our councilors and stewards to represent us all.) The bargaining team will update the bargaining senate (councilors, stewards, chapter presidents) September 10. We are looking for your input!

In October, our Chapter Councilors will be going to our associations annual convention. More to follow on that soon.

Chapter election results


Our annual meeting was held April 28th. Election results confirmed that we have a new Vice President,  Gregory  Preston and two  new councilors. The new councilors are David Rys and Nathan Gaston. All other officers were reelected.

Both new councilors attended the Bargaining Senate meeting April 29th.

Two work site meetings have been scheduled: One at Labor Wednesday May 6th, noon to 1:00 and one on Friday at Safety on Hazen Drive, also noon to 1:00. Learn more about contract negotiations and budget cuts. If you would like a meeting at your work site, contact any officer, councilor or steward. By the way, we have a new steward, also.  Ronald Provencher is newly appointed and will soon attend his first training.

At our next quarterly meeting, to be held in August, we will have an election for the vacant office of chapter secretary- Eric Ferren has been nominated. The floor will be open for other nominations at the meeting, so if you are interested, there is still time to throw your hat into the ring!

Collective Bargaining Agreement

Also known as the "CBA," or "Contract," the Collective Bargaining Agreement is a negotiated agreement between the union and the state.  Each side has equal input. It applies to all classified state employees and includes wages, benefits, and working conditions.  It also includes a number of agency-specific "sub-unit" agreements which are additional negotiated agreements which apply to employees of those agencies.

When an employee believes that management has violated the terms of the CBA, they have the ability to file a grievance.  Obviously, some situations are valid grievances and others are not.  The first step in pursuing any grievance is to contact your union steward.

The union represents members in contract grievances.   Non-members (Agency Fee payers) are also represented by the union in contract grievances.

The Administrative Rules of the NH Division of Personnel are not a negotiated agreement between the union and the state.  They are a set of rules developed by management, although the union can sometimes be successful in influencing the contents.  The Personnel Rules apply to all classified state employees and include such things as discipline, layoff, classification, promotion, selection, and evaluation.

When an employee believes that management has violated the Personnel Rules, they have the ability to file a request for dispute settlement, or an "appeal."  Obviously, some situations are valid appeals and others are not.  The first step in pursuing any appeal is to contact your union steward.

The union represents only members in Personnel Rule appeals, as a benefit of membership.
